A great and exciting opportunity has arisen for an experienced manager to join the evolving Portfolio - Participation, Innovation, and Improvement in the role of Independent Safeguarding and Reviewing Manager.

This newly created permanent role will work alongside our current permanent Independent Safeguarding and Reviewing Manager and forms part of our continued improvement activity in driving strength based, relational and collaborative practice in our work with children, young people, and their networks. The post has been created due to the increase in the CISRO workforce and to create additional management capacity as the team embarks upon a two-year journey to build upon the already establish strengths and foundations in delivering a person-centred, strength based, relational and restorative CISRO and LADO service. The post holder will be part of and leading the proposed activity with our colleagues at Essex County Council in developing person-centred approached to our child protection conference process and our children looked after review service.

The post holder will have responsibility, alongside the current manager, for managing and driving our practice activity around independent reviewing of those children and young people subject to child protection planning, children and young people looked after, children and young people subject to private fostering arrangements, foster care reviewing, as well as, having responsibility for driving the continued improvement for our LADO activity and further developing our person centred advisory contextual safeguarding activity.

The post holder will work with our internal and external partners in securing good evidenced based outcomes for children and young people, whilst also working alongside our Principal Children and Families Social Worker, our Model of Practice Leads, our Children’s Rights and Participation service, our Quality of Practice service and our Effective Practice, Learning and Development service in fully implementing the Model of Practice into our Independent Reviewing and Safeguarding service.

The post holder will be line managed by the Strategic Lead - Participation, Innovation, and Improvement Portfolio.

The Office Base for this role will be County Hall, Beverley although will work across the East Riding of Yorkshire footprint alongside the teams. Working arrangements will be hybrid and working days are Monday to Friday.

The right candidate

We are looking for an energetic, creative, and experienced manager who can demonstrate tenacity and enthusiasm in making a positive difference to the lives of children and young people.

We are looking for a strong leader to support the ongoing development of the service and implement the proposed improvement activity to achieve our shared goal of achieving excellence for children, young people, and their networks.

We are looking for someone to take lead responsibility for ensuring that the CISRO service provides effective scrutiny and challenge across services and agencies, in the best interests of children, to achieve consistently good outcomes when there are child protection concerns, as well as ensuring that the Council fulfills its statutory function as a Corporate Parent for children and young people who are looked after.

You will have an in depth understanding and experience of working with children, young people and their networks, as well as a demonstrable commitment to the values of family involvement, relational approaches and empowerment.

You will have the ability to work to deadlines, have good oral and written skills and have experience of working with others internally and externally, always demonstrating a commitment to working to the highest standards whilst remaining child focused.

You will be able to demonstrate a high level of motivation and the ability to work independently and as part of a team, with skills in working within timescales and with conflicting priorities.

You will be a qualified social worker with extensive experience of child protection/safeguarding practice, educated to degree level, preferably with management or leadership qualification; have experience of working in multi-agency setting and within Partnership arrangements and have experience of supervising and developing others

We are a small team and positive relationships are valued. You will also be working with the teams across our service and therefore, it is essential that the post holder is able to work effectively with others with a flexible and adaptable approach in a relational based approach.
