The team

The Metropolitan Police Service is looking for an Analyst to join its Strategic Insight Unit (SIU) – a small, multi-disciplinary team that combines advanced data analytics and social research skills with expertise in, and experience of, operational policing and the strategic landscape.

The SIU delivers empirical insights in support of evidence-based policing via three main routes:

We Explain – by examining patterns in police data using econometric and algorithmic tools to understand what is happening and why. We Innovate – by drawing from applied criminology and behavioural economics, and use operational expertise to apply relevant insights. We Test – by working with operations MPS units and external experts to co-design and deliver scientifically robust evaluations.

The role

As an Analyst, you will support the Lead Analyst and SIU as the focal point for both strategic and tactical data analysis. Your analysis and insight will help front line officers and senior officers make important strategic decisions to deal with the complex and ever changing challenges facing the MPS.

You will be responsible for:

Understanding and analysing internal and external data to create high quality, insightful analytical products that enable decision making.Building and maintaining effective internal relationships with staff and external stakeholders to ensure we understand their needs and deliver the right insights.Operating within a complex organisational or political environment and understanding the strategic context surrounding the MPS to consider its effect on SIU priorities.Producing high quality analytical products that communicate findings in a meaningful way for the intended customer using a range of presentational styles.Adhering to legislative requirements and maintain compliance with MPS policies and any legal obligations such as the Health & Safety at Work Act, Freedom of Information Act and the Data Protection Act and exercise judgment when releasing information.

Stakeholder engagement:

Developing and maintaining effective relationships with internal stakeholders and providing insightful influence, challenge and negotiation to influence decision making to ensure delivery of effective services.Understanding internal ‘customer’ requirements and discuss and establish clear terms of reference.Attending external meetings with a range of external stakeholders including MOPAC, College of Policing, HMIC, external audit bodies, academic institutions and other partners.Establishing and upholding effective two-way professional relationships, understanding objectives, sharing good practice and promoting collaborative working across joint ventures, facilitating inspections and audits, providing information for external scrutiny.

Effective relationships:

Ensuring regular contact with your line manager, including regular meetings to set objectives, discuss taskings, provide updates on progress, seek advice and raise concerns/escalate issues.Attending regular team meetings to ensure joined up service delivery, awareness of team demands and develop working relationships with colleagues. Working pro-actively and flexibly with other colleagues within the MPS to support organisational needs and customer requirements.

Note: You may in addition be required from time to time to undertake additional duties necessary to meet the needs of the MPS; such duties to be commensurate with the responsibilities and grading of the post.

Essential criteria:

Analytical and reporting

You will need to be able to:

Collect, collate, analyse and interpret diverse and often complex sets of information both operational and non-operational to create high quality products.Be familiar with recognised quantitative analytical tools and techniques. This could include applying approaches from data science or statistical analysis.Effectively convey findings in both a written and verbal way to deliver timely, high quality insightful products, making the best use of available technology.

2. Communication and leadership

You will need to be able to:

Build effective working relationships with colleagues and peers internally and externally.Influence decision making through challenge and insight to drive the delivery of objectives.Influence and negotiate with stakeholders, recognising stakeholder needs and escalating complex and sensitive issues.

3. Planning and Organising

You will need to:

Respond proactively to requests and work effectively with others to undertake focused activity to meet and deliver priorities.Have good time management.Have the ability to manage conflicting demands and prioritise requests.Be self-motivated to achieve results and develop in the role.

Desirable criteria

A good working knowledge of how to manage and analyse large datasets, ideally using Structured Query Language, R or Python.
