DTS Business Analyst

Important salary details:

New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

DDaT:

Roles will be recruited using a combination of the Digital, Data and Technology (DDaT) and Success Profile Frameworks. Using DDaT we will then determine if you will be paid an additional allowance, on top of your basic salary. This role is aligned to the Business Analyst role within the Business Analyst Job Family.

Merit List:

HMCTS run a Merit List, where candidates who are unsuccessful at interview, by only a few points, can be offered other roles, at the same band, for up to 12 months!

So, it is always a good idea to apply for a role, and try as best as you can at interview, as you never know what future opportunities it may open! You will be able to view your status via the application screen. If you have been added to the Merit List, your status will show either Merit or Reserve list.

Job Description:

A Business Analyst's core purpose is to act as the bridge between the business and technical. This primarily involves identifying the requirements of a service, identifying the benefits to the user and translating this into actionable requirements for the development team. The role of the Business Analyst is to then work iteratively with the business and the development team to clarify ambiguity, resolve issues and assist with additional functionality across the service development lifecycle

As a Business Analyst, you will bring together stakeholder needs and technical capabilities in order to define solutions that deliver value, often working across large complex projects or a number of projects. You will be experienced as a BA in a variety of elicitation methods and can advise your team on the appropriate use of each method depending on the stakeholder and scenario. You will be expected to represent the practice externally, both within HMCTS & the wider government and to the BA community.

Key responsibilities

Setting Direction

Encourage and promote Waterfall and Agile methodologies across functions, setting standards across the function and ensuring these standards and methodologies are followedOperate as a BA either on large, complex projects, or across a number of projects simultaneouslyLead workshops, interviews, focus groups and other techniques to effectively understand business problems and user needs within large complex projectsTranslate the business problem and user needs into a set of detailed requirements for the solution that align to best practice methodology, with the appropriate use of epics, features, user stories and defined acceptance criteriaManage senior stakeholder relationships, ensuring alignment across business and technical stakeholdersEnsure issues and risks raised are resolved in an appropriate manner. Operate beyond the project level, managing stakeholders across the organisationDefine test scenarios and conditions for use throughout the test cycle of each sprint and work with testers and developers to identify defects & resolutions and clarify any existing ambiguityCommunicate effectively across senior technical and business stakeholders, ensuring the understanding of requirements and acceptance criteria is aligned. Additionally, work to identify and categorise issues, helping to manage and resolve any conflict that arises and promote collaborative behaviourUnderstand the business processes and activities that impact and that are impacted by the project whilst developing an understanding of how the project aligns with the wider strategy of the department. Additionally, advise on the appropriate selection techniques to model business processes as per the service scenarioAs part of the modelling process, work to identify potential process improvements, considering risks, issues and benefitsSupport in the production of business cases, this includes market analysis from a technical and non-technical point of view and producing cost/benefit analysis for proposed solutionsPromote the department’s work externally, both across government and to the external market. Additionally, take ownership for promoting new ways of working and techniques from industry within the department, championing improvements where possible

Essential Criteria:

Previous experience of working in a large digital organisation, or demonstrable understanding of large digital organisations operate in the context of this roleExperience of working across senior technical and business stakeholders ensuring the understanding of requirements and acceptance criteria is alignedProven track record of managing product lifecycles ensuring full alignment with wider Departmental strategyExcellent facilitation skills, ability to find common ground between the technical and non- technicalExperience of analysing large amounts of complex information and using it to produce solutionsExcellent stakeholder engagement skillsExperience of problem solving and working with others to deliver at pace

Desirable Criteria:

ISEB diploma in business analysis or equivalent – desirable not essential

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.
