Background to the Team

Within the Ministry of Justice (MoJ) for the Leadership, Talent & Capability Team in People Group it is our vision to make a Department where leaders inspire; talent is nurtured; diversity is celebrated; and everyone is enabled to be their best. Role Purpose

The Design & Delivery team offers an internal specialism for the development, creation and delivery of all leadership, talent and capability products but will also include procuring externally sourced products/services and where appropriate working closely with external providers on co-creation and co-curation activities. Design will look to push boundaries with our products, using innovative methods of engaging learners and maximising impact. The team will develop and create memorable and compelling blended learning products to excite learners, maintain their attention, Delivery will foster and promote positive learning environments (either face to face or online), will challenge learners to be their best and ensure the highest quality learning experiences.

This also includes:

Adopting design and delivery standards across all our products, to ensure delivery to time, cost and quality standards and act upon evaluation recommendations. This includes adhering to high quality standards - ‘what good looks like’.Supporting the curation and procurement of design and/or delivery of products and interventions from external providers with an eye for detail and an ability to identify best practice.Building strong relationships, expertise and passion for innovation to improve capability of individuals to fulfil their potential across the MoJ family.Effective collaboration and engagement with a range of stakeholders including working with Leadership, Talent and Capability Consultants to deliver on strategic priorities and ensure our design and delivery of programmes are engaging, innovative, inspiring, impactful and encourage learners to think, feel and act differently because of the intervention.Utilising knowledge of the latest thinking, innovation and identifying appropriate opportunities to ensure that we are continually investing in new and innovative ways and methods of developing our people to develop leadership, nurture talent and increase capability. The Design and Delivery Specialists role is to support the Head of Design and Delivery in the effective production and delivery of high-quality, high-impact leadership, talent and capability products for all 80,000 staff within the MoJ. This includes delivering on our leadership, talent and capability agenda, to ensure we are an organisation which fully develops its people to be their best in order that we can deliver a truly effective justice system.

Main Activities / Responsibilities

The job holder will be required to undertake the following duties and responsibilities:

Discovery

Involved in the creation of clear design and delivery standards that are adhered to and continually refreshed to meet the needs of our strategy and execute all aspects of the learning experience including design of materials, programmes, workshops and enabling tools. These will ensure that every learning product created has a tangible influence on learner skills, behaviour and knowledge.Recognise the factors that could influence the learner’s experience (for example classroom environment, technology, concentration levels) and ensure that design and delivery activities are tailored to the needs of the individual and the purpose of the intervention being delivered.Building and maintaining successful stakeholder relationships with a range of customers at all levels and across boundaries, through consistent, honest and open dialogue. Including supporting decision making, managing stakeholder/customer expectations, and persuading and influencing others who are likely to prefer alternative options or approaches. This will support civil service alignment of leadership/talent/capability activities.Take an active role in driving the leadership/talent/capability agenda to embed a learning culture that is underpinned by our organisational MoJ values to support organisational development and cultural change.Identify and clarify requirements and priorities and support the creation of frameworks to deliver outcomes whilst understanding the optimal approach. These will be used for both in-house and externally sourced products.

Design

Design high quality, high impact learning products, programmes and interventions that could include anything from designing toolkits, workshops and briefings to self-directed learning. They will all need to deliver on the provided brief, meet agreed learning aims and objectives, utilising knowledge, experience and insights to go over and above where appropriate, as well as challenging expectations if original briefs are unattainable. Work closely with identified subject matter experts to ensure that the content is accurate and reflects not only the needs of the learner but also meets business objectives.Design ad hoc learning products, for example HMPPS Codebreakers and interactive PDFs, that bring to life existing initiatives in a bite-size, accessible form.Work closely with digital colleagues to co-design blended, learner friendly products and programmes to maintain quality and ability to deliver.As and when required, work closely with external providers on co-creation and co-curation activities in the design of new products, to ensure innovation but also value for money.

Test

Ensure quality of all learning products is informed by ongoing evaluation, user feedback / experiences and informed by the latest thinking on leadership, talent and capability.Ensuring that all products are aligned with relevant policy and are accurate, updated as required.Appreciate and ensure that the diverse needs of our customer base are embedded in all our inhouse programmes and products, ensuring diversity and inclusion is explicitly and proactively promoted and supported in all work.

Delivery

Deliver exciting, engaging, high quality and value for money products and interventions using numerous delivery methods from the more traditional, in a classroom, to using virtual classrooms and delivery online which could include recorded delivery. This will require enthusiasm and passion to get the best out of learners, maximise user experience and a requirement for proficiency and innovation in how best to utilise the technology such as the use of polling platforms i.e. Slido, virtual whiteboards on MS Teams etc. Support the internal coaching and mentoring faculty via delivery of sessions which will include delivering a programme of senior leader actions learning sets, as a development tool.Ensure delivery meets the needs of under-represented groups in line with MoJ wide strategies.

Review

Be responsible for the quality assurance of all programmes and products - ensuring they deliver learner objectives and the impact intended.Day to day contact with external providers/suppliers, where we have purchased products/services that cannot be provided in house such as new apprenticeships or external speakers, ensuring our briefs are clear and understood in order to ensure that contracts offer value for money and deliver on the needs of the learner and organisation.Research best practice and latest thinking, utilise stakeholder feedback and lessons learnt to continuously improve our offer and pursue excellence and credibility.

Person specification

Essential knowledge, experience and skills

An understanding and recognition of the varied roles and responsibilities across the MoJ and developing people to be their best to deliver a world class justice system.Track record of building and maintaining lasting stakeholder relationships.Experience of the design and delivery of high-quality programmes and products.Experience of delivering classroom/virtual/online interventions including being proficient in the technology used.Experience of working in a flexible, agile environment, working to tight deadlines and ability to plan ahead to ensure that the portfolio is developed to meet changing operating requirements.Skills: Teamwork and collaboration, attention to detail professionalism and strong work ethic.Strong organisational and planning skills, presentation skills, oral and written communication skills.Utilise a high degree of autonomy and working on your own initiative.Effectively prioritise and deliver several projects simultaneously.Demonstrate a continuous improvement/growth mindset.

Desirable knowledge, experience and skills:

Experience of supporting the management of delivery provided by external contracts.

Qualifications

Formal training/coaching qualifications are desirable but not essential – but experience of either delivery, coaching or design is preferable.

A willingness to work towards a suitable qualification such as the Level 3 Learning and Development Practitioner Apprenticeship.
