Overview of the job

This a secondment opportunity based within either HMP Birmingham or HMP Doncaster, embedded within the Prison management structure.

There will be no line management responsibilities however this role will be responsible for leading on the implementation and embedding of the InsideOut Hub, alongside management and coordination services involved.

The InsideOut Hub is a new space inside custody and immediately outside the prison gate where frontline staff of statutory and non-statutory services come together to collectively ensure the right support is available for prison leavers on the day of release.

The InsideOut Hub will enable prison leavers to prioritise their appointments, reduce travel time and non-attendance, and allow services to collaborate, communicate and coordinate.

This role is a new role that aims to contribute to better understanding best practice when preparing people in custody for their day of release and beyond.

Summary

As this role, team and intervention are brand new, key responsibilities have been identified, but these are subject to adapt and change as we progress through the intervention. The role holder therefore should be flexible, comfortable with uncertainty, and excited to work with the Prison Leavers Project team to adapt and improve the role over the course of the secondment.

Overarching responsibilities include:

• Managing and coordinating the InsideOut Hub

• Working alongside the department heads to ensure that the intervention aligns with prison activities and is fully embedded.

• Promoting collaboration amongst the services involved

• Supporting the recruitment and work allocation of the Peer Supporters throughout the prison

• Liaising with services to ensure a smooth transition of information between the hubs (inside and outside prison)

• Responsible for keeping up to date and ensuring establishment compliance with changes in law and legislation in their field

• Responsible for acting as the subject matter Lead advisor in the establishment providing advice and recommendations to the Senior Management Team, managers and individuals

• Responsible for suggesting ways for improving and achieving Service Delivery Indicators

• Undertake and ensure that all relevant administration, data collection and analysis including relevant SDIs are collated

• Deliver and organise awareness sessions in relevant area

• Chair weekly meetings in relevant work area

• Liaise with external bodies where required

Responsibilities, Activities and Duties

Roles and responsibilities Inside Hub

• Coordinate Peer Supporters (people serving time in prison acting as peers)

• Coordinate services in both face-to-face and virtual meetings

• Manage and monitor engagement between:

o Prison leavers with services

o Services with services

o Services with prison leavers

• Act as point of contact for services, prison and prison leaver

Roles and responsibilities Outside Hub

• Coordinating prison releases and prison leaver’s appointments

• Coordinate services in both face-to-face and virtual meetings

• Manage and monitor engagement between:

o Prison leavers with services

o Services with services

o Services with prison leavers

• Act as point of contact for services, prison and prison leaver

• Identify continuation of funding and donations for resources available to people leaving custody

Additional responsibilities as part of the pilot:

Evaluation:

• Point of contact for the Prison Leaver Project team

• Ensuring the evaluation and monitoring assessments are completed

• Undergo training and supporting the evaluation of the intervention by:

o Completing eligibility screening

o Gaining consent from prison leavers to hold their data

o Inputting data into the evaluation Randomisation tool to identify the control and target group.

Experience

The Candidate is required to have some experience of supporting operational delivery of the Resettlement services such as:

• Knowledge and experience of working with people in a custodial setting.

• Knowledge and experience of delivering a trauma-informed, client-led service.

• Experience of mobilising teams and projects.

• Experience of establishing multi-partnership working / teams / meetings to meet shared outcomes.

• Worked with key, related agencies including prisons, probation, and local authorities.

• History of developing partnerships with internal and external stakeholders.

• Delivering operational services.

• Deal effectively and assertively with staff at all levels

The Candidate is required to have some understanding of:

• The roles and responsibilities of probation, housing, and substance misuse.

• Supporting individuals who experience complex and multiple disadvantages.

• Resettlement pathways and potential related needs of people leaving custody

Technical Requirements

Ability

• Understanding of probation processes and release planning (desirable)

• Understanding of a person in custody’s experience of their day of release

Minimum Eligibility

• All candidates are subject to security and identity checks prior to taking up post.

• All external candidates are subject to 6 months’ probation. Internal candidates are subject to probation if they have not already served a probationary period within HMPPS.

• All staff are required to declare whether they are a member of a group or organisation which HMPPS consider to be racist.
