Cash and Income control for Office of the Public Guardian

Overview

As MOJ Finance staff we support the Office of the Public Guardian (OPG) which is an executive agency of MoJ. It supports and enables people to plan for both their health and finances to be looked after should they lose capacity in the future. It also safeguards the interests of people who may lack the mental capacity to make certain decisions for themselves. OPG is an unusually commercial part of the MoJ being entirely fee funded and experiencing significant demand for its services year on year.

The Business is based in Birmingham and Nottingham but the postholder can work from any location to support the work we do.

Role Purpose

As MOJ Finance staff we support the Office of the Public Guardian (OPG) which is an executive agency of MoJ. It supports and enables people to plan for both their health and finances to be looked after should they lose capacity in the future. It also safeguards the interests of people who may lack the mental capacity to make certain decisions for themselves. OPG is an unusually commercial part of the MoJ being entirely fee funded and experiencing significant demand for its services year on year.

The Cash Control team are vital in recording the OPG income and cash payments, as a fee funded organisation accurate, reliable reporting is fundamental to the organisation’s leadership. Co-ordinating the team posting daily activities supporting the Cash Control Manager ensuring all stakeholders receive the required information.

Finance Administration Officers are key at ensuring completeness in transaction recognition. There are high volumes of transactions that require a strong eye for detail.

To work as part of a finance team ensuring the accuracy, completeness and timely recognition of cash and income. The role involves carrying out transaction processing, basic reconciliation of accounts and a variety of other duties commensurate with the grade and role as required.

Responsibilities

You will be required to carry out some or all of the following responsibilities, activities and duties associated with the group:

Cash recognition

To prepare and upload the daily bank statement into the ledger for all OPG bank accountsTo reconcile the uploads to the bank statement ensuring completeness of the cash balanceInvestigate any unknown bank statement itemsProcess cancelled chequesSupport the compliance with the Service Level ArrangementsEnsuring compliance with journal log and controlsTo ensure prompt notification to relevant colleagues in OPG of refer to drawer and other dishonoured paymentsReceive and investigate notifications from the bankTo adhere to prescribed job cards and financial controls.

Income recognition (Power of Attorney and Supervision)

To upload income schedules to ensure timely recognition for:Power of AttorneySupervisionFrom all different income routes, card payments and online bank submissions.Review and problem solve the income that cannot be easily postedSupport the compliance with the Service Level ArrangementsPosting income journals and ensuring compliance with our journal log and controlsEnsure timely clearing of the suspense accountTo undertake reconciliation of financial files to records submitted from the business taking prompt action to address any problems identifiedTo adhere to prescribed job cards and financial controls.

Travel

A base location near or within the region will be allocated to the successful candidate, as set out below. The post holder is expected to meet their own travel costs to and from their base location. If required to attend a location other than their base location, post-holders may be entitled to claim some or all of any extra expense (beyond the usual base location travel costs) in line with the T&S policy.

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

Key skills and knowledge

Excellent interpersonal skills and a proven record of building strong working relationships with customers, partners and stakeholders.Strong IT skills and proficient with MS Office applications (e.g. Excel, Word, PowerPoint).Good written and verbal communication skills.A great attention to detail, there are high volume of transactions that will need to be carefully processed
