Overview

HMPPS is establishing the Government’s vision to deliver a Prisoner Education Service which equips prisoners with the numeracy, literacy, skills and qualifications they need to get jobs or apprenticeships after they leave custody

Our vision is that everyone of working age and able to work should leave prison prepared for employment or further education and training. The new service will expand the scope of ‘prison education’, bringing together areas of learning, skills and work into one transformative service. This will facilitate better outcomes for prisoners on release and ultimately contribute to reducing reoffending.

We are hiring a Communications Manager to support this major programme of work. Working to the HMPPS Head of Communications, Reducing Reoffending, you will play a crucial role in the successful delivery of the programme, helping to ensure that prisoners and prison leavers get the support they need to lead a crime-free life.

You will need to:

Deliver communications across a broad range of disciplines including internal comms, stakeholder engagement, digital comms and events. Communicate with a wide range of target audiences – HMPPS and MoJ staff at all levels, prisoners, people on probation, other Government departments, stakeholders and partner organisations. Take a data led approach to all work, ensuring objectives are rooted in audience insight and evaluation is built into all aspects of your work.

Key Responsibilities

Devise, deliver and evaluate insight-led communications plans that help to achieve specific objectives. Create and deliver a diverse range of products and campaigns that meet business priorities and are targeted and tailored to specific audiences. Provide a full range of specialist communications support from strategic planning to execution e.g. editorial and campaign delivery, creating copy and publications and commissioning work where required (events, online, print). Provide communications advice and support to the Reducing Reoffending programme.Responsible for management of communications spend in client’s budgets. Oversee commissioning, delivery and evaluation of all planned communications channels and products to ensure high quality, effective and efficient activities.Liaise with press office on media handling issues.Operate effectively across the communications, corporate services, policy team and operational staff, commissioning work appropriately from across the teams to enable planning and delivery across multiple channels and audiences.Work collaboratively with HMPPS and MoJ Communications colleagues - actively participating in pan-departmental and Government communication networks including reporting of activity and sharing good practice.Other duties reasonably requested which are commensurate with the grade and level of responsibility of this post.

Essential Knowledge, Skills and Experience

The postholder is required to:

Have experience in a communications role in a large or complex organisation. Have experience of devising and implementing communications and / or stakeholder engagement plans that have had a demonstrable impact in achieving organisational objectives. Write compelling copy that summarises complex issues in a clear and concise way. Work effectively with a wide range of colleagues. Demonstrate sound communications judgement and be confident in providing advice to senior HMPPS staff.

Changes to the organisational structure could mean the post-holder may be transferred into HMPPS. The nature of the role and location of work would remain unchanged.

Salary and working arrangements

Salary

Existing civil servants on level transfer will retain their level of pay unless this is lower than the starting salary in which case candidates will be placed on the starting salary .

Level of security checks required

Security Clearance (SC)

To apply for roles in MOJ you will need to confirm your employment history for at least 3 years prior to the date of application so that pre-employment checks (BPSS) can be undertaken. If you have spent significant time abroad (a total of 6 months in the past 3 years) you would be required to give a reasonable account of the reasons why.

For some roles you will be required to successfully complete National Security Vetting at Counter Terrorism (CTC), Security Clearance (SC) or Developed Vetting (DV) level as a condition of appointment. To meet CTC/SC/DV requirements you will normally need to have been resident in the UK for at least 3/5/10 years prior to the date of application (The level of checks that are required are stated in the advert).

If you do not meet the above requirements, you may still be considered if, for example:

In such cases you will need to be able to provide referee cover for the period(s) of residence overseas. The duration of overseas residence and the country of abode will also be taken into account.
