Overview

The Ministry of Justice (MoJ) sits at the heart of public service delivery and the government’s wider social reform agenda, working to protect and advance the principles of justice. The department has been at the forefront of the Government’s wider efficiency agenda making our finance roles an exciting and challenging opportunity.

The MoJ Management Accounting Centre of Excellence team sits within the Financial Management and Control Directorate and supports the department by providing a centralised, professional service to the department and individual business areas, adhering to the key principles in Managing Public Money, the Estimates Manual, the Spending Controls Framework and Budget Holder Responsibilities. It supports all MoJ operational Agencies, Arms-length Bodies (ALBs) and Head Quarter (HQ) functions (resource budget ~£10bn, capital budget ~£1.7bn) in providing robust, timely and transparent management accounting services.

The MoJ Management Accounting Centre of Excellence works with other Finance teams, including the Finance Business Partnering teams, to provide a high-quality finance service to the department. The teams have recently been structurally separated with clearly defined roles and responsibilities but must work closely together to deliver an effective end-to-end process of data extraction, analysis, reporting, insight and advice.

The MoJ Management Accounting Centre of Excellence will promote and maintain best practice in management accounting, business intelligence, data integrity and visualisation, reporting from a standard suite that is tailored where necessary. It will also seek to exploit new and existing technology as an enabler to delivering more efficient services and focus on streamlining and optimising processes.

Role Overview

This is a unique, fascinating and business critical role at the heart of MoJ’s Finance Function, leading the Consolidation Team within the Management Accounting Centre of Excellence (CoE). This role has a broad remit to lead on strategically important issues and drive decision making within the department and is an exciting opportunity for a candidate looking to play a leading role in setting MoJ’s future direction.

The Consolidation Team itself is a team of four who provide strategic direction and lead the centralised MA process for the CoE. In doing so, they set the tone for how management accounting services are delivered across the majority of MoJ. Reporting to the Head of Strategic and Technical Management Accounts, you will be responsible for leading and delivering on all parts of the Consolidation Team’s activities including managing the other three team members. You will also be expected to play a leading role in the wider development of CoE, driving up standards and creating a unified and efficient approach.

You will manage three Corporate Management Accounting Leads who deliver all aspects of central reporting within MoJ for its c£10bn fiscal budget and c£1.7bn capital budget. The postholder will be expected to oversee all aspects of their work. This includes:

Leading all in-year and monthly reporting and its associated processes for the department including setting timetables, commissioning, and advising business area teams;Producing accurate consolidated monthly management accounts and reports as well as providing insight analysis and briefings from the products;Working with teams across the business to identify and report risks and opportunities;Leading the in-year budgeting process across business areas;Budget managing the Centrally Managed Budgets; andProviding central reporting to senior decision makers in MoJ and reporting to HMT.

You will own strategic elements of the reporting such as the forecasting performance metrics and share responsibility for briefing and corporate returns with the Head of Financial Insight. You will also be expected to present MoJ’s in-year position at strategic boards and challenge meetings as required.

Outside of the core work of the Consolidation Team, you will be expected to be part of the leadership of the Management Account Project which is leading the process of embedding the CoE. You will also be given freedom to take the initiative and manage other issues faced by the Consolidation Team and the wider CoE.

Your relationship with the Head of Strategic and Technical Management Accounts will be key to success in this role. You will need to ensure the correct decision-making processes are followed, keeping them informed of the challenges and pressures faced by the Consolidation Team. This relationship sits at the heart of delivering MoJ’s in-year position.

The ideal candidate will view this role as an opportunity to establish themselves as a leader who can find practical solutions to challenges. With the breadth of responsibility covered, the post holder will need to be able to prioritise their time and ensure they can effectively deliver through others. To be successful, it will be crucial to build strong relationship with senior leaders across the Finance Function to be able to find common sense and effective solutions to challenges. The post holder will also need to quickly build trusting relationships across MoJ’s Finance Function and with wider stakeholders such as HMT’s Spending Team to effectively deliver what is required.

Responsibilities

Reporting to the Head of Strategic and Technical Management Accounts, you will be responsible for leading and delivering the Consolidation Team’s activities including:

Setting the strategy for the Consolidation Team, ensuring the resources available are being fully utilised to support the business;Line manage three members of staff directly with matrix management over the Financial Insight Team;Overseeing all aspects of central in-year reporting including actuals, forecasts, risk reporting and board packs;Owning the in-year reporting process;Providing strategic reporting and briefing on the in-year position as required.Leading the in-year budget changes process and maintaining the ‘budget tracker’ allocations master schedule, to provide a transparent and robust audit trail of allocations and ensure ‘budget versions’ and Estimate outcomes remain aligned;Providing visible leadership for the in-year financial management processes;Actively collaborating with stakeholders in the business to ensure the smooth-running of the budget change process including proactive communications and a lesson learned process;Support the management of the Chart of Accounts and system mappings.

Key skills and knowledge

Essential criteria

Experience of leading from the front and empowering teams to deliver; Strategic mindset and understanding of reporting information at the correct level for the audience receiving it; A high level of attention to detail to ensure data is complete and accurate; Ability to deliver to deadlines; Ability to plan and prioritise work, and be able to escalate concerns and issues at the appropriate time;Effective communication and the ability to build and maintain working relationships with internal stakeholders.

Desirable criteria

CCAB qualified accountant or currently training to become qualified MoJ candidates who are on a specialist grade will be able to retain this on a lateral transfer Experience of working with the internal systems and processes in operation across the Finance function, including Hyperion, SmartView and Oscar; Knowledge of Government finance, including HMT Consolidated Budgeting Guidance, the Estimates Manual, the Parliamentary Estimates processes and Managing Public Money.
