Electronic Monitoring (EM) is an effective tool for managing people on probation, helping to protect the public, prevent victims and reduce reoffending.
The EM caseload is growing, and there are ambitious plans to double that caseload to almost 26,000 by 2025 through a commitment to spend an additional £183 million over the next three years.
Probation play a critical role in realising the value that EM can offer to those being monitored and to victims. We are therefore putting in place national and regional governance structures to embed the use of EM, drive best practice and improve EM services.
Key to this will be the creation of a new non-operational band 5 position – the EM Integration Lead - within each region. Responsibilities include:
Raising awareness and understanding of EM in their region, including delivering trainingProviding management oversight of EM performance dataIdentifying and proposing areas for improvementDelivering against the HMIP inspectorate response action plan and OSAG and any other inspectionsBuild and maintain an effective relationship with Electronic Monitoring Services (EMS)Liaising with Prison Group Directors for HDC dataEngagement with the Bail Accommodation and Advice Service (BASS) when EM is a requirementLeading on the introduction of new EM initiatives in their regionActing as a subject matter expert for their region, covering the full use of EM across its use in sentencing and release from custodyRepresenting their region in National Governance meetings and reporting to their local regional probation director on regional progressProviding highlight reports from their region to the national teams to track progressThe EM integration lead will report into the regional IOM and EM Strategic Lead, who will have overall responsibility for driving performance improvement, championing the use of EM and influencing national strategy.
Overview of the job
The Partnership & Stakeholder Lead is responsible for the development of the systems capability to build senior stakeholder relationships between the NPS, CRCs and other partnerships.
NPS has a diverse range of programme and policy areas, most of which are delivered with other partners – this diversity can make it challenging for us to co-ordinate our activities and to avoid confusion. The job holder will not ‘control’ NPS partnership and stakeholder activities, but will act as adviser to Deputy Directors and their Divisions, helping them to target their input and find the best routes through.
The role is also responsible for delivering business change partner support to NPS Divisions and Deputy Directors at a regional level as directed by the System Integration Senior Manager
Summary
The System Integration team will be responsible for ensuring the NPS works as effectively as possible with CRCs and other delivery partners. The roles will include identifying and coordinating delivery to improve effectiveness of operations. In Wales these roles will go further than Probation – they will also include Prison / Probation integration.
