Job Purpose: The Commercial Services & Strategy Team needs to provide Commercial expertise on a number of Contracts within LPN. To facilitate this, there is a requirement for a Quantity Surveyor to provide Commercial support to the LPN Commercial Manager and Network Operations, ensuring that the engaged Contractors deliver their Contract Obligations.
This will entail good Commercial and Contractual management of the Contractors, through processes that need to be develop and operated ensuring that the Contractors are paid correctly, on time and within budgetary constraints.
The Quantity Surveyor will provide assistance to the LPN Commercial Manager with Contract Administration taking responsibility for key Contractors whilst under the direction of the DNO Commercial Manager. They will be responsible for the payment process, resolution of disputes and commercial reporting for their Contracts plus be available to provide a supporting role during initial procurement before taking ownership for delivery through to final account.
Dimensions:
1. To comply with all UKPN guidelines, business objectives and procedures, identifying and reporting areas of non-conformance to the LPN Commercial Manager and the wider Commercial Services Management Team. 2. To assist the LPN Commercial Manager by providing professional and competent guidance and training on the interpretation of the Contract to the Commercial Business Support Team. 3. Administering the Contract in accordance with the Terms and Conditions, ensuring both UKPN and the Contractor meet their obligations. 4. Responsible for managing and reporting contractor applications and change requests, making recommendations and preparing general correspondence on behalf of the Commercial Services Team ensuring that only legitimate monies are paid. 5. Build a close relationship with all external and internal stakeholders to enable progress without delay, ensuring that all reasonable requests are met in a timely efficient manner. 6. To assist in the preparation and verification of pricing models from first principals for new Contracts. 7. Produce quality Commercial Reports and Dashboards in a timely, professional and legible manner and ensure the successful Commercial management of the contract 8. Working with the LPN Commercial Manager to resolve any contract issues, and in the event of a dispute arising to assist in the preparation of the required documentation to fully justify and reinforce our contractual position. 9. As part of the overall LPN Management Team take responsibility regarding Health, Safety and the Environment providing Commercial support to Network Operations 10. Principal Accountabilities The Quantity Surveyor will lead and manage the Commercial Business Support Team within the LPN area, whilst reporting to the LPN Commercial Manager, this role wiill be responsible for carry out the following activities. • Receive and analyse all of the information from Contractors to determine payment amounts due to Contractor in accordance with the Terms of Contract. • Maintain detailed records and calculations to provide audit trail of applications for payment and payment certificates processed, using SAP as the basis of the data to produce concise and informative Commercial Performance Reports. • Interrogate claims for payment using ENMAC and Contractor’s Work Management Systems. • Assist with Green Lighting and GR’ing agreed Invoices using SAP. • Provide Commercial support to all UKPN staff. • Liaise with Contactors and Internal UKPN Staff to ensure Contracts are followed correctly and operatives follow guidelines. • Ensure compliance with policies and procedures. • Provide Contract live-knowledge support to the Procurement Team through the procurement process. • Provide regular feedback and Commercial Reports to the Commercial Manager, Agents, Operations Manager, Field Engineers and Field Staff Supervisors. • Liaise with Field Engineers and Staff Supervisors to resolve payment queries and issues. • Support the investigation of customer complaints. • Liaise with other Directorates as necessary. • Actively promote and pursue our objectives of ‘Zero Harm’. • Actively promote and demonstrate good customer services. • Arranging training courses for the team to meet the requirements. • Be required to carry out a storm role duties during system emergencies.
Nature and Scope: As the Quantity Surveyor, the job holder will be responsible for delivering new Commercial Processes, ensuring that costs are monitored and payments are made in accordance with the Contract conditions reporting the result to the Commercial Manager within LPN.
The person appointed will have extensive commercial awareness; excellent analytical skills, process knowledge and an understanding of the technical requirements for the delivery for all Contract work-streams within UKPN. They must have good communication, influencing and leadership skills and will be a strong team player.
The person carrying out this role will be someone who can demonstrate a good knowledge of relevant administrative and business process in a fast moving environment.
Knowledge, Skills, Qualifications and Experience: • Degree in Quantity Surveying, Construction Law and/or Project Management. • Working towards Profession Membership in an appropriate organisation such as RICS,ICES • Commercial acumen and strong negotiating skills. • Knowledge of Construction Contracts. • Industry knowledge of costs and contractor performance related issues. • An understanding of the Electricity Network and the various types of jobs undertaken would be an advantage but is not essential • Numerate and accurate in analysing cost data with a focus on attention to detail. Able to communicate financial and commercial issues • Taking responsibility for the delivery of the key objective to manage the Commercial process. • Ability to work in a pressured environment as part of a highly focused team • Good level PC literacy, with the ability to learn and use a variety of systems with fast and accurate keyboard skills, a good knowledge of Excel and a knowledge of SAP would be an advantage • Flexible attitude to work and working hours • Self motivated, with a strong drive to succeed • Ability to build good working relationships with other staff and other teams within UK Power Networks and external Partners • Good communication organisational and problem solving skills
