Purpose of Job
The Senior TC Officer contributes to the smooth running of the team’s business activities by providing administrative assistance to team members involved in all phases of the TC project cycle, including project origination, structuring, execution, implementation and monitoring. The Senior TC Officer takes responsibility for tasks assigned to them by more senior members of the project team, interacting with internal and external clients, service providers and stakeholders as needed.
Background
The Senior TC Officer reports to Associate, Bilaterals and Grant Management (“the TC lead”) in the Climate Strategy and Regional Delivery team within CSD. The TC function of CSD is a proactive unit responsible for daily administration and overall management of TC and non-TC grants. The Officer will work as part of the TC function to assist Operation Leaders with procurement and all aspects of contract management, completing donor reporting, processing of invoices and managing the necessary internal approval processes.
Accountabilities & Responsibilities
Under the guidance of the TC lead for CSD, provide support for the following team responsibilities: Assist with TC and non-TC submissions within the internal processes, ensuring that all elements of submissions are made in time and that required approvals are gained. Support TC Operation Leaders throughout the TC procurement process, including requesting commitment of donor funds and submitting project requests in SMART GEP. Responsible for the the processing of TC client contributions. Responsible for TC invoicing – ensuring that invoices are circulated to Operation Leaders in a timely fashion and related TC deliverables are saved.Support with donor reporting requirements, as appropriate.
Knowledge, Skills, Experience & Qualifications
A degree and/or equivalent business experience, recognised secretarial or business qualification, would be useful, but not is essential Relevant experience in a similar role, with experience of SMART GEP, TCRS and SAP an advantage. Fluent English, with excellent written and oral communication skills. Knowledge of another language from the EBRD region, both written and spoken, would be useful. Good level of numeracy, with strong organisational, administrative and analytical skills. Proficiency in Microsoft Outlook, Word, Excel, PowerPoint. Knowledge and experience with Tableau and/or Office 365 applications would be an advantage. Self-motivated with the ability to work independently and to prioritise and schedule tasks / workload in order to meet deadlines. Ability to handle highly confidential and sensitive issues.
