Sub-Contracts Lead on PFCS

We are currently recruiting for long term career professionals, with an initial assignment supporting Bechtel Cavendish Nuclear Solutions (BCNS). BCNS is a joint venture between Bechtel Ltd and Cavendish Nuclear Ltd, working since 2011 to deliver the Pile Fuel Cladding Silo Retrievals (PFCS) Project alongside and on behalf of the client, Sellafield Ltd.

The Pile Fuel Cladding Silo is a Legacy and Pond Silo facility. As part of the client’s hazard and risk reduction programme, the PFCS project was tasked to successfully deliver plant and equipment capable of accessing the historic waste, removing it, and transferring it into containers for safe interim storage. Using a ‘fit for purpose’ model and operating in close collaboration with Sellafield Ltd, a solution was delivered that met the functional requirements by the most efficient means.

The first phase of the project (known as Retrievals Access Penetrations and Silo Doors) prepared the silo for retrievals by cutting access holes into each compartment and sealing them with high-precision doors. This was delivered on time, within cost and to exacting quality standards. The second phase (known as Early Retrievals) designed, fabricated, installed on the silo, and commissioned the first set of retrievals equipment, ready to begin retrieving waste. In addition, a second retrievals plant was produced to act as a full-scale training rig, based at Rosyth Dockyard where it was installed on a mock-up of the silo. The Early Retrievals project was successfully completed in June 2019; a staggering 3 years ahead of the initial schedule and with a cost saving in excess of £400m against the previous scheme.

The contract is now in the third phase (Full Retrievals), which involves further modifications to the silo to enable the eventual installation of the second set of retrievals equipment (currently sitting at Rosyth), along with various productivity enhancements to the existing equipment. This work is likely to continue at least into 2023.

The role will require regular travel to the Sellafield site so candidates would preferably be based in the Northwest/Cumbria area. Candidates must be able to obtain SC - security clearance.

Typical Responsibilities

Participates with the project team in defining and developing the scope of Contracts work, and in preparing and coordinating Contracts plans, procedures, schedules, estimates, forecasts, and budgets. Formation, award, and administration of project contract commitments through established policies and procedures. Undertakes formation and administration of commitments when required by workload, complexity, or other factors. Preparation and maintenance of project bidder lists, ensuring supporting input is received from the Contracts and Procurement / Supply Chain function and other functional groups as required. Prepares bid request packages, addenda, pre-qualification, and other bid cycle correspondence to ensure proper format, content and project requirements are met. Develops and reviews bid tabulations for accuracy, bidder recommendation, completeness, and selection of suppliers. Ensures all commitments are accurately presented and follow established approval and signing authorities contained in company policies and procedures. Communicates with Engineering and Construction supervision to assist, guide and plan the processing of service requisitions for all project contracts. Develops, monitors, and maintains project master contracts forms, including legal and commercial terms and conditions to be included in the project contracts documents. Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor. Ensures that project contracting of goods and services is consistent with established directives, management instructions and contract procedures.

Skills and Qualifications

Demonstrated experience and courses in pricing, accounting, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling, Experience in developing contract types, fee arrangements and contract terms. Knowledge of and experience with (sub)contract formation, home office and field procedures and documents relating to a multi-discipline construction project; Applies that knowledge and experience to improve project performance. Working knowledge of engineering/construction industry contracting, purchasing, and material management practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures, and work practices Possesses experience and knowledge of commercial functions and work experience of a progressively responsible nature Experience in developing and recommending potential solutions to contractual problems to management.

NEC3 experience, preferably gained in the Nuclear Industry, Bachelor’s degree in Business, Supply Chain Management, or other industry related field Qualified Quantity Surveyor Demonstrated experience in contract formation and/or administration on medium to large scale projects, including with a multinational engineering and construction contractor. Demonstrated oral and written communication skills, particularly in respect of working within a diverse, multinational team
