Overview

The Office of the Public Guardian (OPG) is an Executive Agency of the Ministry of Justice (MoJ), responsible for registering Lasting Powers of Attorney and supervising deputies who are appointed by the Court of Protection. Lasting Powers of Attorney gives people the power to choose who will be their voice and act in their best interests if they lose the ability to make certain decisions for themselves such as health and finances. The Workforce Resourcing Services team has two main functions. Firstly, to support OPG by running all recruitment campaign processes, managing the job adverts, facilitating sifting and interviewing and onboarding new staff. The second main function is to carry out the selection processes for large scale recruitment for Power of Attorney Services at OPG

Executive Officers in the workforce resourcing services team liaise with business areas to establish & develop job descriptions; identify diverse & inclusive selection panels; manage recruitment campaign plans through to finalising start dates for successful candidates.

This is initially a 12 month fixed term contract role. Conversion to permanency will be considered at the conclusion of 12 months in line with business needs.

The successful candidate’s office location will be either Birmingham or Nottingham. We encourage a hybrid way of working which includes some remote/home working alongside office working. You will be expected to work at one or both OPG sites and other venues/MoJ Hubs as and when required.

Job Description, Duties and Responsibilities –

Liaison with vacancy holders across OPG to develop job descriptions to attract people with the right skills to apply for vacancies.Participating in discussions with vacancy holders to identify interview panels ensuring all panels are diverse & inclusive.Utilising an online platform to manage recruitment campaigns.Liaison with candidates, arranging interview slots, providing adjustments and feedback when requested.Sifting job application and conducting in accordance with MoJ policy.Support the development and introduction of new and improved recruitment practices.Input into strategic decisions regarding OPG’s recruitment and help promote this agenda across OPG.Support the team in maintaining its reputation for delivering an excellent recruitment service to internal and external stakeholders.Work with colleagues in the team to ensure tasks and actions are completed efficiently and within agreed service level agreement.Undertake any other actions commensurate within the grade.

Skills & Qualifications

Essential

Ability to confidently communicate/collaborate with all internal/external stakeholders.Flexible approach to dealing with the changing nature of the work.Experience of using Microsoft computer packages, i.e. Word, Excel, Outlook, Microsoft Teams.

Desirable

Experience of sifting and interviewing selections processes.

Candidates will be expected to provide a Personal Statement of no more than 500 words capturing their suitability for the role based on the job description, essential and desirable criteria. The personal statement should focus on capturing any previous experience and demonstrate what you feel you can bring to the role.

Candidates who are successful at sift will be invited to attend an interview, this will take place remotely via MS Teams. At interview, candidates should expect strengths-based and experience questions as well as questions relating to one or both of the following Civil Service Success Profiles Behaviours –

Salary, Working Arrangements & Benefits -

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other Civil Service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Starting SalaryThe starting salary for this role is OPG Pay Band D, £25,118.

Existing Civil Servants will be appointed in line with the Civil Service pay rules in place on the date of their appointment.

Annual Leave

Generous allowances for paid holiday starting at 25 days per year rising as your service increases. There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
