We’re looking for a dedicated Project Manager to lead the planning, design, and delivery of key improvements across our network. Using sound project management principles and EMR’s established processes, you’ll manage low to medium complexity projects—delivering results on time, within scope, and on budget. What else you’ll be involved in:

Project Delivery: Lead and deliver small to medium complexity projects in line with EMR’s long-term strategy, ensuring delivery to agreed time, scope, quality, and with clear benefit realisation.Governance & Compliance: Manage project governance, working closely with the PMO to ensure compliance with the EMR project lifecycle. Ensure all project documentation is completed to a high, consistent standard, and contribute to continuous improvement by identifying and sharing best practices across the portfolio.Business Cases: Prepare and support the presentation of business cases to the Programme Board, in line with PMO pipeline timelines.Risk & Change Management: Identify and assess project risks, assumptions, issues, and dependencies (RAID), ensuring proactive resolution planning and escalation to the Lead Project Manager or Programme Manager where necessary. Develop business change management plans aligned with RAID assessments; engaging stakeholders as appropriate.Regulatory Compliance: Ensure all projects comply with contractual, safety, and regulatory requirements.Resource Management: Manage internal and external resource needs, escalating issues where necessary.Reporting & Budgeting: Track and report on project progress, ensuring accurate budgeting, forecasting, and updates to the Programme Board.Stakeholder Engagement: Build strong working relationships to support delivery, identify opportunities, and drive efficiencies.Performance Contribution: Support delivery of contractual KPIs and contribute to performance-based reporting for the Department for Transport.

What we need from you:

Educated to degree level or equivalent experience. PM Qualification (ideally APM PMQ) or equivalent experience preferably in Railway / Property . Willing to work towards Chartered status (APM PPQ)Excellent written and verbal communication skills, with the ability to effectively communicate and build relationships with project stakeholders including facilitation of workshops.Experience of working collaboratively and as part of a Programme team to ensure all projects in the programme are delivered safely on time, within scope and to budget.Proficient in Microsoft 365 suite and Project Management Systems & Planning ToolsExperience of using Risks, Assumptions, Issues and Dependency management to identify trends and interdependencies associated across multiple projects. Experience of contractual management in project delivery.Experience of effective Business Change to maximise project benefits.

EMR has a hybrid working policy which is applicable for this role. This means the role can be based at home 2-3 days per week and on site 2-3 days per week. Should you wish to work full time on site, this is also an option.
