The Role

We have an exciting opportunity to join the NIHR RSS Specialist Centre for Public Health as a Public Health Research Delivery Manager.

Our vision is to develop the infrastructure, capacity and capability to support practitioners and researchers to carry out high quality public health research, outside the NHS, to produce robust evidence to improve population health and reduce health and care inequalities.

This is a key role in the NIHR RSS Specialist Centre for Public Health. The Centre has a national remit, and you will be line managed by our Research Delivery Manager and accountable to the Senior Delivery Manager, Centre Director, and to stakeholders across England. The role requires an understanding and experience of supporting research delivery, and skills and experience which will enable you to deliver key elements of the Centre’s vision.

You will provide comprehensive support to the development and delivery of a pilot funded by the Department of Health and Social Care (DHSC) to test what is needed in practice for public health research conducted in settings outside of the NHS, and which is not in scope for the NIHR Research Delivery Network (RDN).

Reporting to the Public Health Research Delivery Manager, you will be in a small team of Research Delivery Facilitators, responsible for activities required to develop and deliver this national pilot. You will work closely with other Research Delivery Facilitators, the Research Delivery Manager, Centre colleagues and partners nationally, including NIHR, the NIHR Research Delivery Network (RDN), NIHR Research Support Service (RSS) and with external stakeholders including Local Authorities, universities, public organisations and voluntary and community sector partners. You will work to co-design the pilot with colleagues across academia, local government, other settings outside the NHS and with public contributors. You will monitor and ensure progress of the pilot against financial and milestone targets, highlighting and managing risks as appropriate.

We are looking for candidates who have an an understanding of, and experience in, research delivery, and skills and experience which will enable you to deliver key elements of the Centre’s vision.

Key Accountabilities

Act as the main point of contact for several research projects included in the delivery pilot, communicating clearly with SCPH team, project teams, collaborators, and stakeholders Work with researchers to co-design and deliver the support required to facilitate the public health research process, including efficient governance and setup, study placement (where required) and the successful delivery and close down of public health research studies Prepare detailed timelines and milestones for research projects requiring delivery support within the pilot, monitoring progress on a continuous basis, with a clear understanding of any impact on the critical path Actively manage the progress of each research project to achieve milestones within set timescales. This may involve collaboration with other organisations e.g. funders, local authorities, and the RDN Ensure the early identification of potential barriers to successful research delivery and coordinate actions needed to overcome them, keeping the Research Delivery Manager and Centre team fully appraised throughout Organise research project update meetings, maintaining appropriate communication with all stakeholders and ensuring actions are created in line with the project objectives and timelines. Ensure agreed actions are undertaken by those assigned responsibility Establish, organise and contribute to project management groups as required to support the pilot and wider SCPH e.g. Executive and Advisory Boards, Steering Groups Support the Public Health Research Delivery Manager to manage, control, and report budgets for the pilot Calculate research project delivery costs where required and facilitate finance and contracting processes across organisations Prepare for and facilitate audits and/or inspections Take responsibility for identifying own learning needs, including identifying appropriate learning opportunities to ensure up to date knowledge of public health research outside the NHS, as well as developing an awareness of research ethics and governance Work as part of the Faculty and University Project Management Communities to develop common ways of working and promote the use of best practice in project management

The Person

Knowledge, Skills and Experience

Experience of supporting the set up and delivery of research and research systems in the UK in accordance with policies and procedures Excellent knowledge and understanding of appropriate confidentiality policies and procedures (includes, but not limited to the Data Protection Act; Caldicott Guidelines) Excellent communication and interpersonal skills including the ability to communicate clearly and concisely in writing and verbally Excellent organisational and time management skills Excellent financial management skills Knowledge of different approaches to project management Excellent IT skills, including competent use of Microsoft Office

Desirable

Knowledge of public health or applied health related research field Experience of working in the NIHR or on a NIHR funded research project Experience of working in/with local government, or evidence of a thorough understanding of how it operates Experience of supporting researchers to set-up and deliver NIHR-funded research Experience of working with the NIHR Research Delivery Network (RDN) and a clear understanding of its remit, strategy, and function

Qualifications

Degree or equivalent level qualification, or significant vocational experience, plus experience in a similar role
