About the role:
The Disruptive Access Planning Manager is responsible for leading the negotiation, planning, budgeting, business consultation and endorsement of the Access Strategy, including communicating throughout EMR and ensuring an understanding which informs the appropriate business response to minimise impact for passengers.
Key responsibilities include:
Working with colleagues in Commercial Revenue, Operations Planning & Transformation, and Finance to ensure accuracy in the National Rail Contract Annual Business Plan budget and in each periodic claim and quarterly outturns.Dissemination of complex possession plan proposals to the whole business, enabling each function to assess whether the plans are acceptable or not up to T-26, ensuring EMR is able to make appropriate plans in response to planned disruption to ensure customer impact is minimised and EMR are not adversely impacted commercially. Lead on all aspects of negotiations with Network Rail on Engineering Access proposals across EMR operating routes the future strategic plans balancing customer and commercial needs, through compilation and agreement of the annual Engineering Access Statements up to the publication of Confirmed Period Possession Plan (CPPP). Provide expert advice and guidance to functions across EMR, in particular Fleet, Resources, Revenue, Stakeholder and Customer Services functions, to enable them to fully evaluate, and plan for the implications of engineering access proposals prior to acceptance.Work with the Permanent Timetable Development & Delivery Manager and Amended Access Development and Delivery Manager to develop optimum service strategies for disruption, to be handed over as specifications to the Amended Planning Team for implementation Work with the Strategic Timetable Development Manager and Permanent Timetable Improvement Manager to develop mutually agreeable solutions with Network Rail for improved train services and altered engineering access in accordance with EMR business requirementsRepresent EMR at key external industry Access Planning meetings such as Draft Period Possession Plan (DPPP)/ Confirmed Period Possession Plan (CPPP) and Capacity Studies. Manage the response to Network Rail in DPPP, working closely with the Amended Planning and Access Delivery Manager to provide suitable detailed status information (proposed, confirmed, amended and cancelled access) in relation to the relevant controlled documents such as the Engineering Register.Role model behaviours to ensure safety, commerciality and operational excellence are delivered dailyAct as the deputy for the Network Regulatory Access Manager when requiredAbout you:
Proven ability to work and multi-task under pressure, respond quickly to changing situations in a complex cross industry environment.
