East Midlands Railway has an exciting opportunity for a Lead Assets and Facilities Manager to play a pivotal role in managing EMR’s assets and facilities which make up our station and office portfolio.
Reporting directly to the Head of Asset Management, you will oversee the efficient delivery of both Hard and Soft Facilities Management (FM) services across the EMR network, including office premises, stations. This role will also involve leading the strategic asset management of our extensive property portfolio, ensuring all assets are maintained to the highest safety and compliance standards.
The Lead Assets and Facilities Manager will be responsible for ensuring that EMR’s assets, including stations and offices, achieve statutory compliance, deliver high-quality services, and operate efficiently within set key performance indicators (KPIs). You will drive improvements in both soft and hard services delivery, manage relationships with service providers, and lead the team towards achieving EMR’s long-term asset management goals.
Key Responsibilities:
Assets & Facilities Management: Oversee the effective delivery of both Hard and Soft FM services across EMR's 102 stations and multiple office locations, ensuring compliance with statutory regulations and adherence to KPIs.Service Delivery: Ensure high standards of service are maintained for both reactive and planned Hard Services, as well as Soft Services (including cleaning) across stations and office premises.Compliance & Safety: Ensure EMR assets and operations comply with all regulatory requirements, focusing on safety for customers and colleagues. Work jointly with Network Rail to demonstrate compliance in key disciplines (including legionella management) and lead continuous improvement activities.Strategic Asset Management: Lead on the strategic maintenance planning for stations, and offices, aligning inspection, maintenance, and renewal activities to optimise asset management across the network. Consider how better environmental performance and EMR’s Net Zero roadmap can be incorporated into asset management planning. Contract Management: Negotiate and ensure that all service delivery, including Hard/Soft services, meets agreed contractual obligations and KPIs. Manage relationships with EMR’s service providers, influencing the direction and future success of these partnerships.SQR Compliance: Manage Station & Asset SQR (Service Quality Regime) compliance, overseeing a triage process for fault rectification and preparing business cases for minor works to continuously improve and maintain high levels of SQR performance.Leadership: Manage and develop the Asset & Facilities team, driving high performance and team engagement. Lead efforts to achieve ISO55001 accreditation and develop long-term asset management strategies. Act as a key member of the Asset Management department leadership team.Stakeholder Engagement: Work collaboratively with TOC (Train Operating Company) and Network Rail Asset Management stakeholders to ensure safe, efficient passenger environments, and minimise EMR’s liabilities.Strategic Leadership: Deputise for the Head of Asset Management in senior leadership, safety, and strategic meetings, contributing to business-wide safety and asset management planning.
The successful candidate will have a proven background in Facilities Management (Hard and Soft FM) and Asset Management, particularly in the Rail or Transportation sector.
You will have a sound understanding of statutory compliance and safety regulations in a facilities and asset management context.
Strong stakeholder management is crucial in this role, we are looking for a natural leader with the ability to influence and collaborate with senior colleagues and external partners.
The Lead Asset and Facilities Manager will also have line management responsibility, therefore experience in driving team performance and engagement in a high-performing environment is essential.
Other skills and qualifications:
A relevant degree or professional qualification in Facilities Management, Asset Management, Engineering, or a related field.Experience in the rail sector or a similar regulated environment is highly desirable.Health and Safety qualifications (e.g., NEBOSH, IOSH) are an advantage.
